According to a new report from the Electronic Communications Registry (ECR), e-consulters are listed on the Internet, an electronic public record, for the first time. While not every e consulate is on the Internet, e-businesses and web sites that specialize in e-business and e-commerce have begun using this service. This electronic public record allows interested parties to find e-consulters. The Electronic Communications Registry was created by ICANN, the Internet Corporation for Assigned Names and Numbers, in order to provide greater flexibility and security to people, organizations and businesses. For anyone who is curious about how to find an ex-consul, or an e-business contact, it is important to note that not all people, companies and web sites are on the Electronic Communications Registry.

If your website is not on the Electronic Communications Registry then it is probably because you do not want your e-consul to access your records. In order to prevent your e-consul from accessing your private data, information and customer lists, you can prevent your e-consul from making any requests for data or details. You can also prevent your e-consul from making a request for your IP address. This last statement is reported to be inaccurate most of the time.

The new, improved version of this older system would be: Will ask the customer for the contact information of their IP address. Will then instruct the customer to enter in their old reports (the ones they provide to you) so that they are able to check whether or not their IP address has been captured in any of the older reported cases of abuse. The customer can then instruct their e-consul to delete any old reports that do not meet their approval.

For those who are curious as to what type of reports that their IP address may have been shared in, here is some good news: Most people whose old reports were reported to by their e-commerce or other e-business merchants will never even be notified about the takedown request. The reason for this is that, with the newer systems, an e-consul does not have to make a separate request to any ISPs (Internet Service Providers) associated with the domain names that were originally registered with their IP addresses. Instead, all that is required is that they forward the customer's request to the main registrar where their old registered domain name(s) are hosted.

This means that, since there is no separate request for submission of a request to ISPs, most people whose old reports were shared will never know about the request or the ability to have it properly lifted. As long as the e-consul working on the latest abuse report is not directly responsible for the newer reports (and it usually is not), it will almost never come to their attention.
